Şeref MALKOÇ was born in Trabzon. He completed his primary, secondary, and high school education there.

He graduated from Istanbul University Faculty of Law in 1982. He worked as a lawyer in Trabzon for 10 years and held executive positions in numerous NGOs. He served as a Member of Parliament for Trabzon in the 20th and 21st terms. He served as Spokesperson of the Turkish Grand National Assembly's Justice Committee and Deputy Chairman of the Constitutional Committee. He prepared the defenses for the closure cases against the Welfare Party and the Virtue Party, defending them before the Constitutional Court. He served as an advisor to Prof. Dr. Necmettin ERBAKAN, Prime Minister of the 54th Government, for nearly 10 years.

Mr. MALKOÇ worked as an executive for various national and local radio and TV channels and represented the Justice and Development Party on the Supreme Election Board for two years. His articles and essays on the Constitution and the Presidential System have been published in various magazines and newspapers. MALKOÇ, author of a book titled "The New Constitution and the Presidential System in 40 Questions," served as Chief Advisor to President Recep Tayyip Erdoğan.

He was elected Chief Ombudsman by the Turkish Grand National Assembly on November 15, 2016. After serving in this position for four years, he was re-elected as Chief Ombudsman of Turkey on November 11, 2020. Şeref MALKOÇ served as President of the Union of Ombudsmen of the Organization of Islamic Cooperation and the Union of Ombudsmen and National Human Rights Institutions of the Turkic States between 2019 and 2024.

He is married and has three children.
